Zheng Xinli, a member of the drafting group for the third plenary session of the 18th CPC Central Committee and Vice Chairman of Economic Committee of CPPCC, illustrated on the content of the Resolution of the third plenary session during a forum organized by China Europe International Business School. He believes that the third plenary session is giving out 3 big red packets (bonus) to the farmers by allowing the transferring of the farmland, the transferring of residential land in rural area, and the right of sharing equal land with equal right at equal price between rural collective construction land and urban construction land. If these policies are to be implemented, by 2020 China can achieve well-off life and become a high-income country.
